文档介绍：摘要构建社会主义和谐社会,是党中央在新的历史时期作出的重要战略部署。我国的经济体制改革从调整经济利益分配关系入手,二十多年来经济发展和体制转轨取得了举世瞩目的巨大成就,但同时也出现了诸多的社会矛盾和问题,其中最突出的就是因收入分配制度欠合理导致的贫富悬殊问题。经济利益关系是各种社会关系的基础,经济利益关系的和谐程度决定和左右了社会的和谐程度,目前影响中国社会和谐的最突出矛盾就是因收入分配不合理造成的贫富悬殊问题。收入分配不合理所造成的贫富悬殊问题已成为中国现代化进程的巨大障碍,不但阻碍了我国经济发展的速度和质量,也对社会的和谐造成极大的危害。因此,本文试图从收入分配制度的角度探讨和谐社会的构建问题。首先,本文研究了我国收入分配制度的发展历程,从经济利益分配与和谐社会构建的关系入手分析了社会和谐与收入分配制度之间的关系,说明合理的收入分配制度是构建和谐社会的关键。其次,本文对我国收入分配的现状进行了描述,具体表现为城乡间、区域间、行业间和阶层间收入差距过大,然后对造成这种经济利益分配严重失衡状况的原因,从经济因素和非经济因素两个角度多个方面进行了分析,并进一步指出了收入分配不合理对人与人、人与社会和人与自然关系和谐所造成的严重危害。最后,本文针对我国现阶段收入分配欠合理的状况,指出要构建社会主义和谐社会必须首先实现收入的合理分配,而要实现我国经济利益的和谐就要求我们在制定政策、措施时必须坚持以“共富论"为目标,将影响经济利益分配的短期因素和长期因素结合起来考虑,坚持社会公平正义原则并妥善处理效率与公平的关系。具体而言,就是要通过深化改革,制定科学的政策,完善再分配制度,加大对弱势群体经济利益的保护等几个方面来改善我国目前收入分配严重失衡的局面,使经济利益的分配趋向于和谐,从而促进社会主义和谐社会的建设关键词:收入分配制度;按劳分配;社会主义和谐社会 Abstract Inthe new historicalprocess theimportant strategic plan to construct thesocialism harmonious society ismadeby the Central economic system reformof our country startswi盘adjusting therelation ofthe distribution ofeconomic interests, Economic development and systemtransition have made theenoHnousachievement inthe world forOVer ,at the sanle time lorsofcontradictionandproblems have most serious one among theseproblems is thewide gap betwee_n the richand thepoor caused by inequality e distribution,which hasbadly blocked China s modernization development,not only thespeed and quali哆of economic development,but alsotheharmony ,this paperattempts toargue how toconstruct a harmonious society fromhow to actualizeproper policy e distribution.
