摘要：建筑节能是贯彻可持续发展战略和实施科教兴国的一个重要方面，是执行节约能源、保护环境基本国策和《中华人民共和国节约能源法》的重要组成部分。有效实施政府对建筑节能监督离不开科学决策，科学决策的依据是全面综合评价。本文给出了建筑节能综合评价的指标体系,提出了实现有效评价的模糊综合评价的方法与过程,构架了有效评价的组织与运行机制,对于提高政府建筑节能决策的科学性具有理论指导意义。
