Keywords:Horizontal agreement;Exemption;Application sphere;Executive institution;Executive procedure Written by:Fan Liuhong Supervised by:Cao BO 横向垄断协议豁免规制研究引言引言《中华人民共和国反垄断法》已于2008年8月1日起正式施行,《反垄断法》的颁布与实施是我国现代市场经济法律体系中极其重要的一步,对我国经济法学乃至整个法学领域都有里程碑式的意义。其中,横向垄断协议豁免制度引起了很多学者的兴趣和关注,横向垄断协议豁免是《反垄断法》中的一项重要制度,但目前我国法律对此规定得比较简单, 这不利于对市场中各利益相关方权益的保护,同时在实践中也容易引发各种问题。由于我国市场经济还在进一步建设之中,对于我国来说,进一步完善横向垄断协议豁免制度无疑具有重大意义。本文在行文时是基于以下思考。为什么立法机关要对某些横向垄断协议做出豁免
