文档介绍：中文摘要构建北仑新区和谐社会探析研究生:李军林导师:张祥浩教授学校:东南大学中文摘要党的十六届五中全会提出了构建社会主义和谐社会的要求,十六届六中全会通过了《中共中央关于构建社会主义和谐社会若干重大问题的决定》。宁波市北仑新区顺应时代的发展,吹响了向未来进军的步伐。从北仑新区20多年的发展历程来看,取得了光辉而伟大的成就,说明党中央改革开放政策的正确,说明T:ll:仑新区区委、区政府的决策正确,指挥得当,他们准确把握了时代发展的脉搏,从而使得社会经济各项事业飞速发展,城市建设日新月异,国内生产总值大幅度提升,城市发展后劲显著增强。同时本文也分析Y:ll:仑新区在发展中所存在的诸多问题。例如城乡贫富差距悬殊;东部街道(乡镇)和西部街道(乡镇)发展差距比较大;社会治安不容乐观;医疗制度、教育制度、财政制度和社会保障制度都很不健全;农村土地被大量征用,农民房子被大量拆迁,农民、农业、农村发展问题面临新的困境。民众社会道德水平有所下降,有的官员为官不清廉:有的商人为富不仁;外来民工的合法利益得不到合法的保障;社会阶层分化严重,自然资源被大量消耗,生态环境日益恶化等等。针对北仑新区在发展中所存在的问题,本文提出了如何控制地区差距、解决北仑城乡矛盾、进一步完善相关制度,诸如完善北仑医疗制度、扩大社会保险覆盖面;完善教育制度,实现教育公平; 完善征地拆迁制度,并阐述了解决好地区差距和三农问题,建设生态农业,搞好农田保护制度等等。论文最后一章,在宏观上提出构建和谐北仑的路径、机制和方法,提出了用科学发展观统揽全局,消除妨碍构建和谐北仑的六大风险源,实现和谐北仑的十条路径、七种机制、“五个反哺”,把握五个重点和抓好“六个着力点”的构想。作者认为,以此去做,构建和谐北仑的目标就一定能够实现。关键词:北仑新区和谐社会农业农村农民东南大学硕士学位论文 AStudy On Building AHarmonious Beilun New District Graduate:Li Jun-lilt Supervisor:.ZHANG Xiang-luto School:Southeast University Abstracts Atthe5“phase ofthe16”congressional meeting munist Party inChina,was passed the document Central Government’S Decisions on Building a Harmonious document serves as aguideline ofthefuturedevelopment ofBeilun new district thepast 20years,the districthas achieved remarkable development invarious aspects,with concerted efforts oflocal mittee and within an opening policy district'soverall economy has been greatly boosted within a context ofrising national Gross Domestic ,there arepromise forrenewed phases ofsustained development.
