解放战争时期的大行政区制度研究

摘要
解放战争时期,我党在当时特定的历史时期和特定的环境里创立了大
行政区制度。它是中国共产党在局部地区执政时期的最高发展阶段,它直
接影响到建国后地方行政制度的创设和运作。全面而系统地研究和探索解
放战争时期的大行政区制度,对于顺利地开展和推进我国当前地方行政制
度改革与创新,进而推进我国行政体制、政治体制改革与创新,具有重大
的理论价值和实践意义。
本文坚持以马克思主义和毛泽东思想为指导,主要运用历史研究方
法、制度研究方法、政治生态研究方法和跨学科的研究方法,对根植于解
放战争时期特定社会环境和文化土壤的党领导下所创建的大行政区制度
进行了较为系统、深入的阐述和研究。
首先,本文简要阐述了解放区人民民主政权建立的背景、建立的过程
及解放区民主政权的性质和体制,这是讨论解放战争时期大行政区制度的
前提和基础。其次,在搜集了大量当年报刊和文件中有关大行政区制度的
报道和文献资料的基础上,对解放战争时期的大行政区制度进行了系统而
详细的考察和分析,主要介绍了华北人民政府、东北人民政府和中原临时
人民政府的行政区划及行政组织的设置与运行,并归纳和总结了解放战争
时期大行政区制度的共同特点。最后,采用历史和现实相结合的方法,在
对中国历史上出现过的大行政区设置作了较为清晰的考察的基础上,论证
了解放战争时期大行政区制度的历史地位。同时,理论联系实际,以史为
鉴,探讨了解放战争时期的大行政区制度对我们今天行政体制的建设、中
央与地方之间的关系及地方行政制度的发展和完善提供的宝贵的历史经
验与现实启示。

Abstract
munist Party of China has established a greater administrative area
system during the war of liberation, in accordance with that time’s specific historical
background and environment. The greater administrative area system is the highest
developing phase of our Party being in power in local areas, it has a direct effect to
the establishing and operating of local administration system since 1949. A
comprehensive and systematic research to it will lead to significant theoretical values
and practice meanings in carrying on and forwarding recent reform and innovation of
local administration system as well as that of the administration system, political
system in China.
With the guidance of Marxism and Mao Zedong thought, by adopting methods of
historical research, institutional research, political ecology research and
interdisciplinary research, this paper make a systematic and profound state and study
to the greater administrative area system of our Party in the war of liberation period.
Firstly, this paper briefly elaborated the establishing background and process of
people’s democratic political power in
