摘要
经济的全球化与本地化为特征的产业集群现象并行不悖的发展。从经济学原理上
简单的分析,全球化似乎正在抵消着区域之间在成本上的优势,然而在现实中却不是
这样,在全球市场上具有竞争优势的产业,往往具有明显的区域特征,也就是产业集
群现象。在全球各地那些快速成长的成功区域,通常是以一个主导产业为核心,大量
产业联系密切的企业及相关支撑机构在空间上集聚,从而使该地区形成参与国际竞争
的强劲、持续竞争优势。因此,特定区域产业集群的经济现象引起了人们广泛关注,
高新技术产业集群是区域产业集群的重要组成部分对高新技术产业集群的研究,对
于我国全国及地方的经济建设都有着重大的意义。
论文将运用经济学、管理学、以及战略管理的相关理论,运用理论推导、案例分
析法、实证分析法、系统分析和比较分析等研究方法阐述高新技术产业集群成因、性
质特征及其高新技术产业集群与区域竞争力的关系,展示了高新技术产业集群的强劲
和持续竞争优势,从湖北省高新技术产业集群发展的基础条件、发展概况等几个方面
对湖北省高新技术产业集群的现状进行分析和总结,剖析湖北省高新技术产业集群的
成因,探析该地区高新技术产业集群竞争优势的来源,探寻该地区高新技术产业集群
竞争力的动力机制,在上述分析的基础上,从强化、健全集群机制和明确政府相关职
能定位等方面提出湖北省高新技术产业集群化发展的对策建议,为该地区的产业与区
域经济发展提供一定的参考作用。

Abstract
Economic globalization and industry clusters characterized by localization develop in
parallel. It seems from economics aspect that globalization offsets interregional cost
advantages. But this is not the case in reality. Industries which have petitive advantage
in the global market often have obvious regional character——the phenomenon of industry
clusters. In the world, essful regions usually take a leading industry as a core. Besides a
large number of enterprises closely associated and related support agencies centralize in the
area. Thereby the region form strong petition and petitive
advantage. Therefore, the economic phenomenon of specific regional industry clusters has
aroused widespread concern. High-tech industry cluster is an ponent of the
regional industrial clusters .So, study on the high-tech industry clusters has great significance
in the building of our national and local economies.
The thesis will expatiate the causes, nature and characteristics of the cluster of high-tech
industries, and the relation between high-tech industries cluster and petitiveness
with economics, management science and related strategic management theory, as well as the
research methods such as case analy
