文档介绍：中文摘要中文摘要行政规划是一种新型的行政行为模式。随着行政职能的扩大与服务型政府的建立,行政规划逐渐成为新的重要课题。行政规划涉及公民生活的方方面面,影响着社会的发展走向。但是,由于我国对行政规划,特别是行政规划行政控制机制研究的缺位,导致法律难以控制行政规划权的运作。行政规划的困境正是我国政府社会管理和公共服务的能力滞后、行政主体自身控制能力滞后造成的。因此, 本文在界定行政规划的内涵和性质、行政控制机制的内涵等基本理论的基础上, 分析行政规划的形成背景,探讨了行政规划行政控制机制的必要性和可能性。同时,本文还考察和借鉴域外的行政规划行政控制机制的经验,针对我国行政规划行政控制机制的现状和存在的问题,从行政规划权内部分离、行政规划的程序、行政规划的责任以及行政规划的内部纠错等方面,努力去探索完善行政规划行政控制机制的可能路径。关键词:行政规划;行政控制;裁量权黑龙江大学硕士学位论文 Abstract The administrative planning is anew type ofadministrative theexpansion ofadministrative functions and theestablishment ofservice-oriented government,the administrative planning gradually es anew important theme.
