文档介绍：北京交通大学硕士学位论文构建我国新型养老保险体系姓名:高连杰申请学位级别:硕士专业:社会保障指导教师:石美遐 201206 北京交通大学硕士学位论文中文摘要中文摘要摘要:从上世纪50年代至今,我国养老保险制度经过不断的发展和演变,已初步形成了覆盖城乡的养老保险体系。目前,我国城镇企业职工养老保险制度经过不断的改革与发展,制度模式已基本成熟;机关事业单位人员实行的基本上仍然是计划经济时期的退休金制度,国家虽然早已提出对其进行改革,但困难重重, 进展缓慢。农村养老保险制度的发展较为落后,而且层次和社会化程度较低。至今,我国新型农村养老保险制度仍处于试点推广阶段,仍没有实现对农村适龄人口的全覆盖。由于我国的具体国情和复杂的历史原因,我国养老保险制度从一开始就未能被作为一个整体进行系统设计,从而形成养老保险“体制分割、城乡分割、地区分割”的局面,导致城镇企业职工养老金与机关事业单位人员退休金差距悬殊以及城乡养老保险的二元化结构。本文从我国养老保险制度的发展历程和现状问题出发,并结合国外一些发达国家建立养老保险体系的典型经验,以西方社会保障理论为支撑,对建立我国新型养老保险体系的必要性以及如何构建这一体系进行了系统设计和论述。本文基于“促进公平正义、适应发展趋势、实现多方共赢”的设计理念和原则对现行养老保险体系进行了整体上的改革、设计和整合。主要以国家基础养老保险制度为基础,构建我国多层次的新型养老保险体系,从而打破我国现行养老保险体系“结构失衡、地区分割、城乡二元、收支不平”的格局。关键词:养老保险;养老金;社会保障;城乡二元北京交通大学硕士学位论文 A B S T R A C T ABST_良ACT ABSTRACT:Since the 950s,with the constalltdeVdopment a11devolutionof endowment insurallcesystem in our count吼01d—age i11Surance system has basically coVered tlleUrbaIl ,endOwment iIlsurance system ofent叩rise StaffSincitiesaIld town has e relativelv ma吣re mstitutionalModel a俞er continuous the‘ and non-profitable ent印rise carry outendowment insurallce system thatisstill aIl111stitutionalModel ofPlanned economy.
