1 计量标准考核的必要性
计量是指为保证单位统一，量值准确可靠的测量，或者说是以实现单位统一，量值准确可靠为目的的测量。计量标准是用于检定其他计量标准或工作计量器具的计量器具。电能计量标准是用来检定电能表的计量器具，是保障电能表在误差允许范围内正常运行的重要依据。在电力行业中，电能计量是惯穿整个电力营销的全过程，电能表计的准确性与计量标准装置的准确性有着密切的关系。而计量标准装置的准确性是由上级计量行政部门，通过对其进行全面的考核并确认其具有开展量值传递的能力而决定的。也就是说为了使计量标准能在正常技术状态下进行工作，并保证量值的溯源性，《计量法》规定所建计量标准必须依法进行考核，经考核合格后，才有资格进行量值传递工作。以下文中计量标准考核依据的是JJF1033-2001《计量标准考核规范》技术规范。
