【摘 要】行政审批改革作为调整政府与市场关系的重要抓手,也是优化营商环境的重要举措。辽宁省政府通过优化审批流程,大大改善了城市营商软环境,但在改革过程中也暴露出了一些问题,如审批权下放不协同、网上政务服务功能未充分发挥以及配套制度建设不完善等,需要通过强化顶层设计、技术支撑以及完善配套改革等路径来进一步优化行政审批流程,从而促进辽宁营商软环境的建设步伐。
【Abstract】Administrative examination and approval reform, as an important starting point for adjusting the relationship between the government and the market, is also an important measure for optimizing the business environment. Through optimizing the examination and approval process, the Liaoning provincial government has greatly improved the soft environment for business in the city, but some problems have also been exposed during the reform process, for example, the power of examination and approval is not coordinated, the function of online government service is not fully played, and the construction of supporting system is not perfect. It is necessary to further optimize the administrative examination and approval process by strengthening top-level design, technical support and perfecting supporting reforms, so as to promote the pace of building a soft business environment in Liaoning.
