摘要 中小企业是中国经济的重要组成部分 , 在促进经济增长、增加就业、科技创新与这会 和谐稳定方面具有不可替代的作用，其发展对整个国民经济和社会发展有着重要的影响。 本文认为税负过重是制约中小企业发展的重要问题，但把中小企业的发展难题全部归咎于 税负过重难免有失偏颇。我们应从完善税制结构，取缔不合理收费，为中小企业创造良好 的生存条件等方面综合解决中小企业难题。

Abstract
Small and medium-sized enterprise is an important part of China's economy ，
And in promoting economic growth increased employment science and technology innovation and this harmony and stability has an irreplaceable role 。 The development of the whole national economic and social development has an important effect 。 This paper holds that the heavy taxes is one of factors that restrict the development of small and medium-sized enterprises an important question, but the small and medium-sized enterprise development problem all due to the heavy taxes is biased 。 Weshould perfect the tax system structure, banning unreasonable fees, for small and medium-sized enterprise to create a good living conditions, and other comprehensive solve the difficult problem of small and medium-sized enterprises 。
