以深化落实《西咸新区总体规划》确定的“西安国际化大都市的主城功能新区和生态田园新城”的定位为目标，将沣东新城定位为：
面向全国，建设统筹科技资源改革示范基地，打造西部能源中心和体育会展中心!
立足陕西，建设西安国际化大都市的重要板块和引领区，树立现代田园城市新标杆!
引领西咸，建设高新技术研发和现代服务业聚集区，打造区域经济增长新引擎、统筹发展新典范!
