文档介绍：摘要技术进步和市场需求的变化带来了自然雄断产业的动态变化,各国政府对丁:自然垄断产业的规制也经历着不断调整和改革的过程。20世纪70年代末,以美国为首的西方国家相继开始了以放松规制为主要特征的政府规制改革。改革开放以来,我国虽然在自然垄断产业规制方面也取得了一定进展,但是在规制目标选择、规制机构设置和规制手段等方面存在着不足之处。无法满足时代的要求和产业的发展需要。此外,和发达国家相比,我国自然垄断产业的政府规制改革有着自身特殊性, 在借鉴其他国家规制改革经验的基础上,必须找到一条适合我国国情的规制改革之路,这不仅是为了解决产业普遍存在的低效率问题,也是为了在竞争和开放的背景下提高我国自然垄断产业及其企业的竞争力,对于完善我国基本经济制度和健全现代市场体系具有重要的意义。本文采用了规范分析和实证分析相结合的方法,在直接规制和问接规制的分析框架下,对美国、英国和日本三个国家的自然肇断产业规制改革实践进行了比较研究,并结合我国的具体国情,探讨了我国自然垄断产业政府规制改革的基本目标、思路和措施。总体说来,我国的自然垄断产业政府规制改革应当以有效竞争为目标导向,对自然垄断产业中的自然垄断环节和非自然携断环:话进行拆分,并通过产权改革米培育现代市场的企业主体。同时,政府在规制法律法规的框架下设置有效的规制机构来对自然袭断产业进行规制。其中,在自然垄断环节,我们要更多地采用激励性规制方式以提高企业的效率,在非自然肇断环节,我们要充分发挥竞争性市场机制的作用,这样有利于提高我国自然垄断企业的竞争力并促进我国自然垄断产业的健康发展。关键词: 自然垄断政府规制规制改革激励性规制 Abstract With the technological innovation and the change inmarket,the natural monopoly industry has government regulation ofnatural monopoly industry indifferent country has also been theeighties ofthetwentieth century,the US started torelax thegovernmentregulation of natural monopoly industry,and then other western countries thereform and open policy, China has alsomade progress ingovernment regulation ofnatural monopoly industry,but not tomake content inthedemand ofageand thedevelopment ofnatural monopoly example,the target ambiguous,the establishment anization not appropriate,the method inregulation has the deficiency and SO thedeveloped country,China different inthesituation on theexperience ofregulation reform inothercountries,China should find theway to improve thegovernment regulation ofnaturalmonopoly industry which suit tothesituation of our country, not only tosolve thelowefficiency problem innatural monopoly'but also toenhance petitive power inChinese natural monopoly industry under theopening regulation reform has the vitalsignificance forthemarketeconomy system in our country.
