Since its birth in new China in 1951, we have made many achievementsafter years of exploration and reform in the maternity insurance system. Along with the further reform of it, many practicalproblems, suchas narrow coverage, the accumulation rate; lack of pensation for the enterprise, the heavier the burden on enterprises, the low level of legislation, have not been solved. After parative study of medical insurance systemsin Quanzhou, and learning form the advanced experience of other cities, this article is intended to put up with the new idea of integration of maternity and medical insurance, based on the practical condition in Quanzhou, which is different from the simple study of maternity insurance. The integration of maternity and medical insurance is not the bination of the two insurance systems. By studying the feasibility of the merging, and puttingup with thesuggestion of the mode of the integration, this article emphasizes the reasonable fundmode, birth allowancemode, proper insurance benefits, and maternity insurance services maintenanceand expansion .
