文档介绍：苏州大学硕士学位论文公立医院体制改革中的托管制研究姓名:王建中申请学位级别:硕士专业:行政管理指导教师:王俊华 20040501 公立医院体制改革中的托管制研究中文提要中文提要在公共卫生领域,70年代中国曾经被看作是世界上最成功的典范, 但到2000年中国卫生总体绩效排名落至144位。与此同时,公立医院也正越来越背离当初设立时的方向和职责,现在很多公立医院更像是营利性的公司,医生和医院考虑更多的是赚钱和赢利。十六届三中全会后,公立医院体制改革的外在驱动力空前加大。目前公立医院改革的主要形式有股份制、内部职工持股、股份合作制、医院集团、租赁经营、托管、拍卖出售等。国际上公立医院改革普遍实行“公司化”模式,并不是由纯公立医院一步成为私立医院,而是引进私立部门的组织结构、激励机制、市场竞争机制,用市场的作用筛选医院的存亡。本文重点分析研究了无锡在公立医院体制改革中实行医疗服务、资产经营托管制的实践,力求以无锡托管制改革为切入点,运用公共事业管理的理论研究政府在卫生事业产品这一准公共产品市场中的作用及现阶段我国公立医院体制改革的价值取向,提出公司化改革是符合我国现阶段国情的公立医院体制改革的主流模式并在改革的技术路线上进行了探讨。关键词:公立医院托管制卫生事业产品公司化产权改革作者:王建中指导教师:王俊华 Research on theSystem Reform ofPublic Hospitals Focusing on Trusteeship inhospitals Abstract In the fieldof public health,China was regarded as the most essful country inthe world inseventies,while whose rank ofhealth performance has dropped by the sanle time,public hospitals have e panies,and the doctors think over benefitsmuch more afterthe P in2003,externalpower has been driving publichospitals intoprocedure of present,there are severalforms inpublichospitalreform area:pany,joint-pany,hospitals group,tenancy, trusteeship,vendue, public hospitals countries adopt corporationize model,that prompting petKion mechanism and framework panies are introduced into to raisetheir paring differentreform models,this study focuses on trusteeship inWuxi public to use public administration theories toanalyze the roleofgovernment inthehealth product supply marketand thevaluetropism ofpublic hospital thestudy concludes thatcorporationize istheleading model forpublic hospitalreform inChina atpresent andexpatiates the technical route of corporationize reform inpublichospitals.
