摘 要：论述了图书采购招标的重要意义及图书采购的特点， 强调了作为质量控制关键的评标专家在评标活动中的主体作用。 结合近年来评标专家在评标工作中出现的问题， 就如何科学化、 规范化地建设评标专家队伍， 完善高校评标专家库建设进行了探讨， 从而保证图书采购工作朝着健康、规范、有序的方向发展。

Abstract:This paper expounds the characteristic of book-purchase and the importance of the public bidding of book-purchasing, emphasizes, as the crux of quality control,
the expert ’s principal role during the process of the public bidding. Aiming at the analysis of the existing problems
turning up in the practical work,the author discusses how to chose the experts in a scientific, standard way and how to consummate the construction of the bid evaluation expert bank so as to guarantee the work of book-purchasing to develop towards a healthy, standard, order way.
