文档介绍：天津大学博士学位论文基于可持续发展的港口物流绩效评价及预警研究姓名:刘秀国申请学位级别:博士专业:工业工程指导教师:何桢 20081201 中文摘要港口物流系统是港口经济大系统中的一个重要组成部分,其发展的可持续性是支撑港口可持续发展的前提。港口物流系统作为港口经济发展的基础和前提条件,其自身发展并不是目的,而港口生产的改善、资源的有效利用、港口经济的发展、社会的进步才是最终目的。基于此,本文从可持续发展的角度对港口物流绩效进行评价,并对港口物流发展进行预测,以实现对其可能出现的危险状态进行实时监测,为政府及港口管理者提供理论依据。本文创新点如下: (1)将可持续发展理论用于指导港口物流的绩效评价,并进行系统研究。包括可持续发展理念下的港口物流系统的内涵界定及港口物流绩效的定义,并提出港口物流可持续发展模式。首次从系统经济绩效、社会绩效及资源绩效三个层面研究港口物流绩效,深入分析了各影响要素对港口物流系统可持续发展的作用机理,这些影响因素的分析为全面、系统、深入地研究港口物流绩效奠定了基础。(2)一套全新的港口物流绩效评价指标体系的建立及评价方法的改进。该指标体系区别于以往的从财务的角度研究绩效问题,既充分考虑了港口物流的经济绩效,又将港口物流带动的社会绩效与资源绩效纳入其中,是对港口物流绩效全面的反映,且同样适用于后续的港口物流绩效预警分析环节。在评价方法上,构建了基于SPA—DEA的港口物流绩效二维评价模型,该模型既可对港口物流绩效进行静态综合评价,又可对港口物流绩效进行协调评价,有利于掌握港口物流绩效发展的轨迹,为港口管理者量化分析自身与竞争对手的能力提供依据。(3)以经济预警理论为基础,首次提出了港口物流绩效预警的概念、功能及运作流程,构建了港口物流绩效预警系统。在此基础上,建立了港口物流绩效预警模型,该模型同港口物流绩效评价模型前后呼应,分别从港口物流发展水平及协调性水平对港口物流绩效进行预警诊断,使港口管理者对港口物流在经济运行中定期地进行过程性追踪描述和监测分析,在问题初露端倪时及时报警,以便采取有效措施,促进港口物流稳定增长,协调发展。关键词:港口物流;物流绩效;可持续发展;预警 ABSTRACT The port logisticssystem is ponent oftheport economic system,whose development sustainability is aprecondition tosupport theport’S sustainable thebasis and precondition ofthedevelopment ofthe port’Seconomy,the port logistics system aims at the improvement ofthe port production,effective utilization ofresources,development of theporteconomy and progress ofthesociety ratherthan itsown Oilthis,the thesiswill give allevaluation tothelogistics performance oftheport and a forecast tothe development oftheportlogistics onthepurpose of arealtimemonitoring ofpossible dangers and providing thegovernment and managers oftheport with theoretical basis.
