摘要：随着我国社会主义市场经济体制的逐步完善，越来越多的装备维修保障任务交由民间力量完成，已有了军地双方共同参与保障的运作模式，军民一体化装备维修保障体系也初步形成。为加深对军民一体化装备维修保障体系的理解，更好地促进体系健康发展，本文通过建立评价指标体系，确立评价模型，利用多层次-模糊综合评价法对体系的科学性做出评价，得出现行体系总体良好的结论。最后，对体系的改进提出了合理化的建议。
Abstract： As the socialist market economic system gradually improves in china， more and more complicated high-tech equipment maintenance support tasks are completed by the civil power， the operation mode of military and civilian participation security have been established， civil-military integration of equipment maintenance support system is preliminary formed. To deepen the understanding of civil-military integration of equipment maintenance support system， and to better promote the healthy development of the system， through the establishment of evaluation index system and the evaluation model， this paper evaluates the scientificity of the system using the method of multi-level fuzzy comprehensive evaluation method
， and come to the conclusion that the current system is overall good. Finally， the paper puts forward rational suggestions for the system improvement.

0 引言
装备维修保障是发挥部队装备战斗力的根本保证，而现阶段仅仅依靠军队自身力量已远远不能满足装备维修保障的迫切需要，引进军外装备维修保障力量，充分利用社会资源，实行军民一体化装备维修保障成为必然选择。
在党的十八届三中全会有关《中共中央关于全面深化改革若干重大问题的决定》中明确指出，[1]在国家层面上建立推动军民融合发展的统一领导、军地协调、需求对接、资源共享机制。改革国防科研生产管理和武器装备采购体制机制，引导优势民营企业进入军品科研生产和维修领域。这一重大战略思想为我国完善军民一体化装备维修保障体系指明了方向。
1 军民一体化装备维修保障评价体系的建立
军民一体化 2007年2月，中央军委发布的《“十一五”期间推进军队后勤保障和其他保障社会化的意见》中指出“进一步研究和深化军民一体化装备维修保障，形成比较完善的与社会主义市场经济相适应的装备采购机制和合同商装备维修保障机制”，文中首次提到了“军民一体化”的概念。通常认为“军民一体化”是对长期以来所倡导的“军民两用”、“军地一体”等思想的细化和延伸。
本文认为，“军民一体化”就是在传统的有限合作的基础之上，进一步扩大军民合作范围、加深合作层次，使民间力量与军队需求相互渗透、融合，从而促进军民协调发展。“军民一体化”概念中的“军”的含义指的是建制内的装备维修保障力量和军队企业化、事业化修理工厂等；“民”的含义指的是地方军工企业、其他具有一定技术实力的国有企业和民营企业等。
