摘要
离岸金融近几年来在世界日益引起人们的关注离岸金融业务的发展会直
接或间接对它所在的地区的经济起到促进作用所以各国政府出于自身发展的
考虑往往主动支持或同意这些离岸金融业务的发展我国早在 1989 年就开始
了离岸金融业务的尝试由于一些原因导致该业务不成功而在 1998 年被停止
但在新的形势下是否在我国发展离岸金融业务需要重新审视本文就是在这
样的背景下用规范研究的方法对在我国发展离岸金融业务进行了研究
本文第一章主要是对离岸金融业务进行概述介绍了离岸金融业务的特点
类型业务构成作用及发展趋势第二章分析了我国从 1989 年开始及在其后
试办离岸金融业务不成功的原因第三章对目前的形势下我们是否有必要发
展离岸金融业务进行了分析从我国建立一个国际金融中心适应金融全球化
的需要以及我国加入 WTO 后提高我国银行的竞争力三个方面论述了我国应
该发展离岸金融业务第四章论述了在我国发展离岸金融业务的可行性从开
展离岸金融业务的市场条件法律法规外部条件和比较优势几个方面阐述了
发展离岸金融业务的基本条件已经具备第五章描述了如果开展离岸金融业务
受到的制约和面临的问题第六章对在我国如何开展离岸金融业务提出了一些
构想主要从开展离岸金融业务的模式选择地点的选择离岸金融业务使用
的工具和开办的业务以及采取哪些政策措施四个方面提出了一些建议使我
国离岸金融业务能够健康发展
尽管我们曾经试办离岸金融业务失败并不表示离岸金融业务在我国不能
发展正如文章所要表明的观点通过深入的研究选取确当的离岸金融业务
模式采取合适的政策措施我们应该可以将离岸金融业务办好成为适应金
融全球化和加入 WTO 需要建立我国国际金融中心的前奏

THE STUDY ON DEVELOPING OUR OFFSHORE
FINANCIAL TRANSACTION
ABSTRACT
Offshore finance has been paid attention near time over the world. Because the
development of offshore financial transaction can directly or indirectly boost the
development of the economy of the area, for their considerations governments
sometimes initiatively sustain or agree to the development of offshore financial
transaction. Our country has attempted the offshore financial transaction from 1989,
but the operation was stopped in 1998 for some reasons. In new position, whether to
develop offshore financial transaction in our country need to consider again. Against
the background, I choose the subject as my graduate paper.
The 1st chapter summarizes the offshore financial transaction, introduce the
characteristic, type, constitutes, effect and trend. The 2nd chapter analyzes the reason
of the failure of attempting the offshore financial transaction. The 3rd discuss whether
to develop the offshore financial transaction on actual circumstances. From
