文档介绍：南京师勉犬掌硕+:学位语i竟固中国地方政府绩效管理体系构建研究作者: 院系: 牾导教师: 学科专业: 王昕心共管理学院全太军教授行政管理中文摘要本文从介绍绩效管理理论产生的背景和当前的研究现状入手,全面并深刻阐述了政府绩效管理的内容、特点、实施原则和注意问题, 指出政府绩效管理应该是多方面协同推进的系统工程。接着本文从论述我国地方政府的行政机构设置及其影响地位着眼,深入剖析了中国地方政府当前的治理困境,指明了中国地方政府绩效管理体系构建的实践基础和现实意义;然后从我国地方政府构建政府绩效管理体系构建的各方面条件和潜在受益的角度,创造性的将解决中国地方政府治理困境和构建地方绩效管理体系这两大问题结合了起来;最后提出了中国地方政府绩效管理体系的构建的具体步骤和措施。本文认为,绩效管理体系的构建可以从根本上解决改革开放以来我国政府由于处理难度较大而暂时回避的大多数的体制上的问题,能够很好的处理好中央与地方关系改革调整的怪圈,能够促进我国地方政府治理机制的优化和完善;同时对我国构建新型服务型有限政府、构建符合WTO要求的行政运行机制有着非常重要的意义。另外,在中国地方政府绩效管理体系构建的问题上,本文认为, 绩效管理不是孤立的,其体系的建立有一系列的准备工作和前提条件,而且绩效管理的实行也不是一个简单的单向过程,而是一个以沟通为凭借的不断循环的螺旋式上升的过程。关键词:绩效绩效管理绩效评估行政层级单一制中央集权制政府文化愿景战略 Abstract This thesis begins with the introduction ofthebackground and the existing development ofthe theory ofperformance management,and then expatiates the conception,the characteristics,the utilizing principles and problems ofthepublic performance thispart,the point view isthat thepublicperformance management should be acomplicated systematic process which isrelevant tovarious aspects exposes thegovernance dilemma inthe existing Chinese localgovernmentmanagement system,which isviewed from the structure,the status andtheinfluence ofthe ,the author relatesthesetwopartswith theresearch inthepossibility ontheconstruction ofthe Chinese localperformance management theend the thesisshows thesteps which should betaken intllefuture.
