文档介绍：东北大学硕士学位论文沈阳市国有资产管理体制问题及对策分析姓名:高菲申请学位级别:硕士专业:会计学指导教师:李凯 20030201 垂iI盘堂题±芏焦逢妻描璺沈阳市国有资产管理体制问题及对策的研究摘要国有资产是发展国民经济、改善人民生活的重要物质基础。对国有资产的管理效率直接影响到整个社会经济的稳定与发展。随着市场经济的发展,传统的管理体制已经不能满足国有资产管理实践的需要,如继续沿用将阻碍经济的发展。近些年来,沈阳市在国有资产管理体制方面进行了一系列的改革和尝试,成立了国资委和国有资产经营公司,初步形成了“国资委——国有资产经营公司——国有企业”的三层管理模式。希望通过对经营公司的授权经营,来实现国有资产所有者的人格化,以解决国有企业管理中长期存在的政企不分、所有者缺位等问题, 为建立现代企业制度、调整国有经济布局服务。但是职能部门和运营机构的设立仅仅是改革的丌始,文章以产权理沧和委托代理理论为研究依据,为沈阳市国有资产授权经营的进一步完善寻找途径。文章从结构上分为五个部分。第一章主要介绍研究的理论基础。第二章对沈阳市国有资产管理体制现状进行了整体介绍,找出弊端,并基于产权理沦和委托代理理论从产权界定和委托代理关系两个方面对其进行症结剖析。第三章介绍了国外国有资产管理体制的先进经验,并对中国现行的几种国有资产管理体制进行了比较和分析。在第四章中,首先根据国有经济布局调整任务以及“十六大”的要求为沈阳市国有资产管理体制设定了改革方向;其次,针对问题症结并结合国内外管理体制经验,提出了科学界定产权、健全激励约束机制等完善授权经营、理顺委托代理关系的可操作性建议;最后,建议开展若干配套工作为改革的顺利丌展创造良好环境。第五章对国有经济布局调整完毕之后的国有资产管理体制远景进行了展望。关键词:授权经营、国有资产管理体制、产权界定、委托代理-II—童i韭皇釜茔兰叵兰塑鱼塞△垦S盟￡!
