文档介绍：中南大学硕士学位论文高等学校行政管理“大部门制”改革的探索姓名:谢强申请学位级别:硕士专业:公共管理(MPA) 指导教师:冯周卓;夏致伦 20101102 摘要高等教育体制与政府组织体制有很多相似之处,政府的大部门制改革给予高等教育体制改革提供了诸多的启示。本文结合我国高校自身发展的特点和运行规律,提出高校内部管理体制应借鉴大部门制改革的基本思路来重构机构、精简人员,进一步明确高校的行政职能和价值取向。目前高等学校管理中存在着行政权力泛化、管理机构臃肿、决策缺乏民主、办事效率低下等诸多问题,这是由于高校长期以来受计划经济体制的影响,管理部门繁多、工作协调难度大、行政权力与学术权力混淆等因素造成的。通过对高校行政管理中的这些问题及其原因进行分析,得出推行大部门制改革是当前体制下高校内部管理体制变革的一种有益的探索。高校管理模式的选择和实现需要教育体制改革的支撑、需要先进的管理理念、优秀的队伍建设、合理的划分学术与行政权力,而这些条件的成就必须经过艰苦的探索和努力地践行。弱化行政干预,扩大高校的办学自主权,优化权力结构,科学划分事权,因地制宜、富有弹性地推进改革是推进高等学校“大部门制”改革的基本途径。关键词:大部门制,内部管理体制,机构改革,权力优化,科学发展 ABSTRACT Higher education system IS much similar to anization reform ofEnlarging Ministry provides much enlightenment forthereform ofhigher education linewiththe development characteristics and managerial disciplines in higher education institution,the thesispresents thattheinternalmanagerial system in higher education institution issupposed to restructure departments byintimating theway ofthereform ofEnlarging Ministry and reducing thestaff tofurtherreflecttheadministrative present there are such problems inthe government such as the generalization ofadministrative power,the lack ofdecision democracy, and theseproblems are caused by thelong—term planned economy analyzing theseproblems thethesisdraws theconclusion thatthereform ofEnlarging Ministry is an efficient selection and practice ofmanagerial pattem needs the support ofeducation system reform,advanced managerial ideas and avianize theadministrative intervention, toenlarge thedecision power ofhigher education institution,and to optimize thepower structure isthefundamental way topromote the reform ofEnlarging Ministry inhigher education institutions.
