摘要
随着经济与社会的不断发展,毒品犯罪问题日益突出,并逐渐走向复杂化,呈现出蔓
延趋势。二十世纪八十年代,毒品如瘟疫一样蔓延,并表现出女性化、低龄化的特点,据
统计,至今,毒品已经蔓延到 200 多个国家和地区,对人类的生存和发展构成巨大威胁。
从国内看,禁毒工作面临着双重压力,首先是国外毒品的不断渗透,跨国黑恶势力的参与,
其次是国内毒品来源的不断增加。近年来,毒品不断向内地渗透,各种毒品运输方式层出
不穷,各项与毒品相关指标不断增大,总体来讲,禁毒工作面临巨大的挑战。
天津作为滨海港口城市,2008 年首次出现冰毒加工厂,2009 年全市共破获毒品犯罪
案件 1687 起,抓获毒品犯罪嫌疑人 1489 名,缴获各类毒品 50 公斤,缴获各类枪支 141
支,子弹 1022 发。毒品犯罪严重威胁人类身心健康、社会稳定和经济发展,为维护天津
市的社会秩序,杜绝毒品犯罪势在必行。
本文通过对国际国内禁毒工作方式方法的了解,结合天津市毒品违法犯罪的实际情
况,通过大量的文献学习以及对大量实际数据的搜集,增强了文章的理论依据和说服力,
研究方法上利用解释结构模型,对造成毒品违法犯罪的诸多因素进行了筛选,根据各因素
的相关关系邻接矩阵,采用矩阵运算,得出可达矩阵,再进行层级分解以及解释结构模型
的条例优化,最终形成毒品违法犯罪的成因解释结构模型,由此提出相应的方案模型,并
为实际的禁毒工作提出了条理化、系统化的建议和对策措施。

THE STUDY ON DRUGS CRIME AND PREVENTIVE
MEASURES OFTHE DRUGS CRIME IN TIANJIN
ABSTRACT
With the economic and social development ,the drug crime question is increasingly
prominent and plicated gradually, it have presented a tendency to the
1980s, drugs spread as plague and show the following characteristic: feminine and younger.
According to statistics, the drug has spread to more than 200 countries and regions that have
constituted enormous threat to the mankind’s existence and development. From domestic looked,
anti-drug work is facing double pressure, the first is foreign drug unceasing seepage,
multinational black evil force participation, followed by the domestic drugs sources of increasing.
In recent years, drugs permeate continuously to the mainland, various drugs transportations are
emerge in endlessly, The index of drug related increased, generally peaking, anti-drug work face
up with great challenge.
