文档介绍：.页眉. .页脚. 我国农民工医疗保险问题研究学院名称: XXX 专业名称: XXX 年级班别: XXX 姓名: XXX 指导教师: XXX 2011 . .页脚. 我国农民工医疗保险问题研究摘要农民工是我国改革开放和工业化、城镇化进程中涌现的一支新型劳动大军, 是推动我国经济发展和社会结构变革的巨大力量。农民工受教育程度普遍不高,劳动力综合素质低,使得他们大多从事于劳动密集型及体力型行业,鉴于农民工所从事行业的性质, 使得这一群体亟需获得医疗保险,减轻他们的负担。然而,我国长期以来实行城乡二元制度,所衍生的二元经济结构、二元社会结构、二元社会保障体系已经形成和固化,农民工长期被排除在医疗保障制度之外。现阶段,基于农民工健康保障问题的重要性和农民工对医疗保险需求的迫切性,就农民工医疗保险问题进行研究,对于解决“三农”问题,推进城市化建设,完善医疗保险制度,推动社会公正和谐,具有重大的理论意义与实践意义。本文以医疗保险相关理论为指导,结合中央和地方出台的一系列针对农民工的医疗保险政策,对我国农民工医疗保险现状进行研究,分析我国农民工医疗保险存在的问题及原因。针对所存在的政策适用范围混乱、可及性差、筹资机制不合理及医保关系接续难等问题,提出相关的完善措施。关键词农民工; 医疗保险,;. .页脚. The Study of Peasant Laborer ’s Medical Insurance in China Abstract The peasant laborer isa new labor army who emerge in the process of China ’s reform and opening up, the industrialization and the urbanization, impelling the economic development and the social structure transformation inour country. The level of peasant laborer ’s education is generally not high, and the overall quality of the labor force is low, so most of them are engaged in labor-intensive and manual-based industries. In view of the fact that the peasant laborer is engaged in the profession the nature, make this group need to obtain medical insurance to lighten their financial burden. H owever, the implementation of urban-rural dual system inour country is long-standing, deriving the dual economic structure, the dual social structure, the dual social security system which has been formed and solidified , peasant laborer has been excluded from the medical security system for a long time. The present stage the research on the peasant laborer ’s medical insurance based on the importance of the peasant laborer ’s health safeguard and the urgency of the peasant laborer ’s medical insurance demands isof great theoretical and practical significance, such as, solving the “ three rural ” issue, promoting the city ’s construction, improving the medical insurance system and impelling social harmonious and justice.
