文档介绍:摘要绩效评估作为促进组织提高效能的工具被广泛应用于企业部门,近年来在新公共管理运动的倡导下,也开始被引入政府部门。回顾20世纪70年代以来有关政府绩效管理和绩效评估的研究及实践的发展历程,我们可以看出,西方的政府绩效评估已从规范研究转向实证探索,通过具体的尝试推动这一工具在现实应用中的不断完善。我国的政府绩效评估几年前还大多停留在规范研究的层面,着重于西方相关理论的引进,包括绩效评估理论的缘起、政府实施绩效评估的可能性及实施意义、政府在绩效评估中的价值取向等。目前这种研究由最初的理论导入进入实际操作层面的探索,尤其在省、地级市层面,许多政府开始进行评估的尝试性应用。而在应用的整套机制建设过程中,处于关键环节的应是评估指标体系的构建与完善,它一方面决定了政府行为的努力方向,另一方面又决定了整个测评机制与测评程序的建立。本论文试图在对国内外政府绩效评估理论与实践进行回顾的基础上,以政府的善治目标为基本诉求对象,构建以政府治理过程为基础的关于政府绩效评估的基本逻辑模型;在此基础上遵从指标获取的系统性与完整性、可比较性、可量度性、获取经济性的原则,选取相关指标内容,形成关于我国地方政府绩效评估的首轮指标体系;而后通过三轮实证调研,并运用统计分析方法对基本指标进行一系列的理论与实证遴选,最终构建一套相对完善的、可以对我国地方政府整体施政绩效进行考评的完善的指标体系。关键词:地方政府绩效评估指标体系 Abstract Performance measurement,as atool promote theperformance anization. has been widely used ,it was also introduced government departments under theinfluenceofNew Public Management beclearly seen from the development history of performance meaSurement western governments since 970s that theresearch ofperformance measurement in the west has been shifted from thetheory-focused practice— thepractice,the theory constantly advanced thepast several years the research of performance measurement ingovernment China mainly concentrated on the in订oducfion of theory of western countries,including the significance of implementation and the value reality and SO FlOW the emphasis particularly returned to the thewhole application of performance measurement inreality,the key step design ascientific indicator system because indicators not only steer the efforts of govemments,but also determines the constitution ofother steps inthe whole mechanism.
