政府科技投入对企业R&D投入的影响研究——基于杭州市的实证

摘要
随着经济全球化进程的加快,提升国家、区域和企业创新能力的需求越来
越迫切,为此各国政府不断增大科技创新的投入。因此越来越多的学者开始关
注政府科技投入的作用问题。每年大量的政府资金流向企业,这些资金在企业
的研发活动中扮演着怎样的角色?是否如政府预期,促进了企业的研发活动能
力,激活企业的研发资金投入?政府科技投入政策能否实现预期目标?本文以
杭州市为例,进行政府科技投入对企业 R&D 投入影响的研究。
本文以企业为研究主体,从微观层面进行探讨,全文共分为四个部分:理
论分析,模型构建,实证分析,结论与展望。
理论分析部分回顾了国内外学者进行政府科技投入对企业 R&D 投入影响
的研究成果及研究方法;同时从影响途径、影响效应、影响结果等方面进行政
府科技投入对企业 R&D 投入的影响机制分析。并针对杭州政府科技投入情况
进行政策制定、执行过程、实施结果和成果反馈的描述和分析。
模型构建部分分析了政府科技投入的政策制定、执行过程、实施结果和成
果反馈与企业 R&D 投入的相关性,并且分别提出了相应的假设,并根据分析
和假设最终构建了政府科技投入对企业 R&D 投入的影响模型。在查阅文献和
实地访谈的基础上,设计了模型各个变量的评价指标。
实证分析以杭州市企业为分析对象,主要研究杭州政府科技投入的政策制
定、执行过程、实施结果和成果反馈对企业 R&D 投入的影响。通过对杭州市
企业相关情况进行调研,获得相关的数据,采用统计软件对数据分析进行定量
分析,并对数据结果进行了讨论。
结论和展望部分针对杭州市企业实证分析结果提出相应对策,同时查找论
文存在的不足,并在此基础上提出将来的研究方向。
本论文的创新之处在于从广义角度理解政府科技投入,通过将政府科技投
入作为一个过程考虑,分析整个过程对企业 R&D 投入可能产生影响。将政府
科技投入的政策制定、执行过程、实施结果和成果反馈作为政府科技投入的解
释变量,从而以一种新的视角剖析政府科技投入对企业 R&D 投入的影响。

Abstract
Along with economic development and globalization process, there are urgent
demands of petitiveness of nation and enterprises and the technological
innovation capability of enterprises. And many governments grew the intensity of
scientific and technological input. Therefore, more and more scholars began to
concern about the Government science and technology investment issues. With the
huge flow of government science and technology funding every year to enterprises,
which a kind of role did these funds play in corporate R&D activities? Did the funds
promote these enterprises’ R&D ability, or activate R&D capital investment as
expected? In order to answer these questions, this article will study the impact of
government science and technology investment on enterprise R&D investment.
