文档介绍：山东大学硕士学位论文量皇曼鼍舅I I, I量皇曼皇曼皇曼毫曼皇曼鼍曼曼曼曼毫量皇中文摘要文化具有意识形态属性和经济属性。意识形态属性决定了文化具有宣教功能。价值观念、伦理道德、制度纪律等观念文化决定着一个国家和民族的行为取向:经济属性决定了文化具有促进经济发展的生产力功能。长期以来,党和政府一直非常重视文化事业的意识形态管理功能,却忽视了文化的经济功能,价值定位的偏颇,造成了传统县域文化体制“一条腿长、一条腿短"的特点。改革开放以后,随着市场经济体制的推进,文化的经济功能逐渐被重视。建立适合发展文化事业和文化产业的组织制度结构,是政府管理文化事业,进行县域文化体制改革的目标和任务。县域文化体制改革是全国文化体制改革的重要组成部分,作为文化体制改革的基层单位,它既是全国文化体制改革政策措施的执行和检验机构,又是基层文化体制改革的决策机构。现阶段县域文化体制改革的关键,一是加大对公益性文化事业的投入,构建支撑公益文化的公共文化服务体系;二是在区别对待、分类指导的基础上,构建有益于推动县域文化产业发展的管理制度。总的来说,县域文化体制改革就是促使县域文化事业和县域文化产业协调发展的组织制度建设。关键词:县域;文化体制改革;山东;长清山东大学硕士学位论文 ABSTRACT Culture possesses ideological attribute and economic attributedetermines thatculture has the propagandistic and educational function.
