公路建设的社会评价——对河南干线公路和农村公路建设的后
评价分析

摘
要
本研究是一项对策性的研究,也是一项实证性研究。研究以河南干线公路和农
村公路建设的社会影响为研究对象,采用实地调查、收集资料和以定量分析为主的
研究方法,参照国内外既有的评估指标和模式,对河南省“十五”期间干线公路和
农村公路建设进行社会评价。论文主要内容包括以下四个部分:
首先,说明了研究的背景与问题,对研究的相关方面进行了综述;阐明了本研
究的目的、意义和基本思路;并说明了所采用的主要研究方法。
其次,通过分析公路建设与农业的发展、农民就业和收入、乡村开放度、乡村
文明度、干群信任度、城乡一体化程度的关系,评估干线公路和农村公路建设的社
会影响与效益。
再次,研究干线公路和农村公路建设与地区经济社会发展的适应度,根据交通
发展指数、区域经济发展指数、社会发展指数等指标,对全省公路建设能否与促进
社会经济发展、最大限度地改善人们生活条件的需求相适应进行评估。
最后,归纳本研究进行社会评估的基本结论:干线公路和农村公路交通的发展
与地区经济发展水平和社会综合发展水平之间具有密切的关联,农村公路建设和交
通发展推动了城乡一体化,扩大了农村的开放度,提高了农村的文明度,也增强了
干群的信任度,对于社会主义新农村建设发挥着重要的作用,对促进区域经济和社
会发展具有积极的推动作用。基于这些结论,对河南省干线公路和农村公路的可持
续性发展战略与对策提出一些建议;并对公路建设社会评估的方法进行了探讨。

Abstract
This study research the measures, but also an empirical researchs the social
impact of Henan highway and rural roads construction as the object, hereinbelow refered
to roads construction, mainly use the way of scene investigation, collect information and
quantitative analysis, reference the evaluation indicators and models both at home and
abroad, to assess the effect and social benefits of the current roads paper
posed of following 4 parts:
The first part introduces the background of this study, reviews the relevant study
situations, clarifies the purpose, significance and basic concepts, and offers the main
research methods.
The second part through the analysis of the relationship of roads construction and the
development of agriculture, employment and e of farmers, the openness, the
civilization of countryside, the trust between the leaders and ordinary,urban and rural
integration to evaluate the social impact and effectiveness of the roads construction.
The third part study the fitness of roads construction, regional economic and social
development, according to these indicators as the traffic development index, regional
economic develop
