建筑行业不良的安全和职工健康状况严重影响了建筑业的形象,阻碍了建筑业的发展。据建设部统计,仅2004年我国上半年就发生建筑安全死亡事故972起,死亡1038人,即每天有近6人死于建筑安全事故。建筑施工企业是建筑安全事故最直接的制造者和参与者,因此从建筑施工企业角度研究建筑安全问题将是一个直接有效的方式。同时,笔者认为从成本角度研究建筑安全将会使建筑施工企业乃至整个社会能够更清晰地认识到建筑安全的严峻形势和建筑安全管理的重要性。本文的研究内容主要包括以下几个部分:
第一部分:主要介绍了本文的研究背景,研究的目的、意义,并对研究的主要内容和主要的研究方法进行了界定。

第二部分:对我国的建筑安全管理现状、建筑施工企业安全管理现状以及建筑施工企业安全成本管理的现状进行了较深入的分析和研究,指出目前我国的严峻形势,同时也指出安全投入不足是主要原因之一。最后笔者从成本和施工企业的角度入手,提出建立建筑施工企业安全成本核算体制将是一个有效的解决方式。
第三部分:分析安全成本的涵义、分类、特点以及建筑施工企业安全损失成本的归集,然后论述建筑施工企业安全成本核算的涵义、科目设置、建筑施工企业安全成本核算体制的建立等。
第四部分:首先研究了成本分析内容及相关指标,然后对建筑施工企业安全的投入、产出以及效益等进行了研究,并提出建筑施工企业安全投入的优化措施和建筑施工企业应当进行全过程的安全成本管理。
第五部分:对建筑施工企业建立自己的安全成本核算体系提出了建议和希望,同时也指出了本文存在的一些不足之处。
综上所述,本文较为系统的完成了建筑施工企业安全成本核算的论述,希望本文的研究能够为我国建筑施工企业的健康成长起一定的帮助作用,并进一步为我国建筑业的发展做出贡献。

ABSTRACT
The bad conditions of safety and health have greatly affected the image of the construction industry and also the development of it. It could be shown from the statistical data issued by the Ministry of Construction that 1038 workers have died from 972 construction accidents in the first half of year 2004, that is, nearly 6 died each day in average. The construction enterprises are directly related to those accidents so that it is really a direct and effective way to study the safety issue in the sight of construction enterprise. Meanwhile, the author proposes the research on construction safety from the aspect of cost, which makes the construction enterprises and even the whole society realize the severe situation and importance of construction safety management. The content of the research consists of:
First Part: Mainly introduces the research background, aims, significance of this research, and defines main contents and researching approach.
Second Part: Deeply analyzes the current situation in China of building safety management, safety management and safety cost management of construction enterprises, and points out the serious situation which is mainly caused by the lack of investment
