国家是世界上最重要的石油天然气生产出口基地其原油储量占世界原
油储量的近一半在国际能源市场上具有重要影响近年来加快了区域贸
易自由化进程这包括两个内容一是内部的经济一体化进程这对阿拉伯
自由贸易区的建设和走向具有重要的影响二是与外部国家地区建立自
由贸易关系的区域合作进程到目前为止作为单独地区已经先后同欧盟
欧洲自由贸易区墨西哥印度等国家地区就建立双边问题进行了各种
形式的对话和磋商这对六国本身将产生重大的积极影响同时也将对中国
与的双边关系产生深远的影响
从目前的国际经验和双边关系的需要来看签署中国自由贸易协定
是必要的并将可能成为实现双边合作长期目标的一个有效途径通
过建立为双边经贸关系提供长期稳定发展的制度性条件既符合双方的共
同利益也是中国对外经济关系和经济发展的客观要求
虽然推进 CGFTA 面临一些障碍和问题从回避贸易投资转移效应的负面影
响获得稳定安全和高效率的能源供给渠道吸收更多经济发展所急需的资本
要素和扩大出口市场的必要性来看中国应当通过制度性经济合作方式长期保持
和加强中国与之间的良好经贸关系

The Gulf Cooperation Council (GCC) countries are the most important
production and export bases of oil and gas in the world. Holding half of the world’s
total crude oil reserve, they exert a significant influence in the global energy market.
In recent years, GCC countries have quickened their regional trade liberalization
process which consists of two tracks, one is the economic integration track inside
GCC, which plays a significant role in the formation of the Arab Free Trade Zone and
its future direction, two is the outer regional cooperation track featured by setting up
free trade relation between GCC and other countries/regions, As an independent
anization, GCC has by far launched various dialogues and consultations
on setting up bilateral FTAs with each of the EU, EFTA, Mexico and India. It will not
only impose huge active influence on the six GCC members, but also impact the
bilateral relations between China and GCC to a far extent.
According to the current international experience and the needs of the bilateral
relations, the conclusion of China-GCC Free Trade Area (CGFTA) agreement is
necessary, and it may pave an efficient way for reaching the long-term goal of the
