可持续发展评价研究作为被众多国内外学者高度重视的前沿课题,已
取得了相当的研究成果。但由于可持续发展问题本身过于复杂,其指标体
系还处于一个初始阶段,还没有形成统一的、可操作性强的指标体系。特
别是专门就城市设计可持续发展的指标体系,对城市可持续发展进行实证
分析,并据此得出检验城市可持续发展水平的量化标准和实施机制的研究
成果更是缺乏,从而无法有效指导城市可持续发展的具体实践。在总结了
城市持续发展的理论和国内外城市可持续发展的综合指标评价体系,以厦
门市为具体的研究对象,将城市可持续发展的阶段性纳入评价指标设计之
中,加强城市可持续发展评价中的时空结合问题,将城市可持续发展的理
念要求纳入到指标体系的设计之中,更好地处理好城市可持续发展系统中
经济、社会、环境等子系统的关系,加强城乡互动一体化发展指标的设计
等都成为了城市可持续发展评价问题研究面临的新课题。首先本文介绍厦
门概况,厦门城市可持续发展的内涵,然后设计厦门城市可持续发展的评
价体系, 把厦门环境子系统,经济子系统,社会子系统纳入指标体系,搜
集关于厦门市城市可持续发展指标的原始数据并无量纲化原始数据,得到
比较的基础数据。运用层次分析法基本原理定义各指标层权重并得出厦门
市经济可持续发展指数、社会可持续发展指数和资源环境可持续发展指数,
依此对厦门可持续发展总体水平进行实证分析。最后结合厦门可持续发展
新理念,系统提出厦门城市可持续发展有关政策建议。

Abstract

Research on evaluation of sustainable development,a forward
positional task highly valued by various scholars both home and
broad,has parative research achievements. However,since
the sustainable development itself is plex that its index
system is yet on an initial stage without a unitive and a strongly
operative target. The index system designed particularly for
sustainable development of cities,which can be well applied to the
demonstration analysis and later arrive a quantitative criterion for
testing the level of sustainable development of a city and the
research achievement for implement mechanism as well, is desperately
it is impossible to supervise the specific practice made
for sustainable development of cities to be carried out effectively
.Take xiamen for example,how to make an evalution index with periodic
feature of city’s sustainable development been involved, and how
to inject the new requirement and notion of the city development into
formation of this index system, and how to deal with a better
relationship among economy,society,and environment and to carry
out a development index to strengthen a interactive integration
