While the allocation mechanism of carbon emissions is the core problem of any carbon emissions trading system 。 This paper first introduces the basic definition and carbon allocation theory, including the connotation, the significance of carbon distribution, and theoretical basis. Environmental equity theory and justice theory provides a theoretical basis for allocation of carbon emission the thesis analyzes the EU emissions trading scheme, the United States of America regional carbon trading , which include distribution coverage, standard of distribution, ways of distribution and allocation procedures of carbon emission rights, summing up the essful experience and ings, bined with China's carbon emissions distribution for empirical analysis, points out the existing problems in China's carbon allocation. Through the above analysis, in view of China's carbon emissions distribution range, according to the mode of distribution and allocation program, put forward feasible suggestions, such as: specification of provincial and industry emission standards, establish a stan
