摘要：城市的发展是人类居住环境不断演变的过程，也是人类自觉 和不自觉地对居住环境进行规划安排的过程。随着社会经济的发展、城市 的出现，人类居住环境复杂化，产生了城市规划思想并得到不断的发展。 但在城市高速发展、日新月异的今天，现代城市规划中也遇到了许多新的 问题值得我们去思考和探讨。本文就目前城市规划中常遇到的几个热点问 题进行探讨和分析，其中包括城市中心区的更新与改造、城市规划的公众 参与和城市规划的实施与管理。
Abstract: The development of a city is the living environment of mankind evolving process, is also the human consciously and unconsciously on the living environment for the planning process. With the development of society and economy, the appearance of the city, the living environment of human beings is complicated, produced a city planning thoughts and constant development. But in the city of high-speed development, change rapidly today, modern city planning has also encountered many new problems to be worth us to think and discuss. This article on the current city planning often encountered several problems are discussed and analyzed, including the central area of the city, city renewal and renovation of public participation in planning and implementation of city planning and management.

城市规划在我国的发展从无到有，从存在到成为对城市发展起到指 导性作用经历了一个漫长的过程。在此过程中，城市规划理念也在实践中 不断的完善和成熟。但在城市长时间的高速发展下，一些城市规划设计理 念和实施、管理的问题也暴露出来。下文主要针对城市中心区的更新和改 造以及城市规划制定与实施管理中存在的一些热点问题进行探讨和分析。
一、城市中心区更新与改造
城市中心区具有良好的区位、交通优势，在市民心目中存在着“城 市中心”心理定势，随着我国城市化进程的发展，城市逐步升级，城市形 态不断扩大，城市商业行为
