计算机技术的蓬勃发展，人们看到了一个信息时代的美好前景。计算机网络 的应用已逐渐渗透到社会的各个领域，网络化成为人们快速获取、发布和传递信息的 重要渠道，推动了各行各业的发展。尤其是在办公自动化方面更是取得了很大的 停车收费。网络化办公成为作为现代化最显著的特征已发展成为管理工作的重要 组成部分。例如小区的停车收费这项工作是比较复杂繁琐的，车位多，停车时间 不同等十分琐碎，容易出错，所以开发一套小区停车收费系统很有必要。
随着人们生活水平的不断提高，汽车走进了越来越多的家庭，给人们带来出 行的方便，但是越来越多的车没有同意管理是不行的，只有把车辆的停放集中起 来才可以达到规范化的管理，这就涉及到了停车收费。但是停车收费的管理如果 利用以前传统的人工方式来处理的话，无疑会使工作人员加大工作量、并且容易 忙中出错，浪费时间。本次开发的系统就是针对于这一复杂情形进行分析与设计, 很好的解决了停车收费的规范化管理，如停车时间的自动计算、计费的计算等， 真正实现了快捷、准确、实用的无纸化管理。
本文在研究目前国内外先进网站的基础上，采用MVC三层结构设计并实现， 系统基于WEB,采用现在流行的B/S架构，以JSP技术为主要手段开发的小区停 车收费系统。系统中分为多级角色管理：包括系统管理员、小区固定用户和临时 用户几种权限，并详细地论述了系统设计的思想和实现的方法步骤从而为以后的 研究打下了基础。并且系统的更新和维护都非常简单。真正做到了促进整个小区 停车收费管理的信息化进程。

Abstract
The rapid development of computer technology, people see the bright prospect of an information era. The application of computer network has gradually penetrated into all areas of society, the network has become an important channel for people to obtain, release and transfer information, promote the development of all walks of life. Especially in the aspect of office automation is achieved great parking. An important part of network office as the most significant feature of modernization has become the management work. For example, small parking fees this work is more complex, more parking spaces, parking time is very trivial, prone to error, so it is necessary to develop a set of residential parking fees system.
With the continuous improvement of living standards, the car entered the growing home, bring travel convenience to people, but more and more cars did not agree with the management is not enough, only the vehicle park together can achieve standardized management, this to the parking fee is involved. But parking management if handled using the traditional manual mode before, will undoubtedly make the staff to increase workload, error and easy to busy, a waste of time.
