大背景:我国已经进入工业化中期的阶段,近年来重化工业迅速发展,资源消耗和污染排放数量快速增加,已经超出了环境容量和现有的污染治理体系的处理能力。
Background:China has entered into the middle stage of industrialization, in recent years, the heavy chemical industry developed resources consumption and the pollution are increasing greatly and overloaded with current environmental capacity and the pollution controlling system

The rural industrialization and urbanization is the only way for the whole country in the development of economy and society, while in the way there are panied by such kinds of pollution as followings:
Non-point pollution and air pollution with the agriculture production
