随着世界经济一体化的发展和全球环境保护浪潮的兴起，贸易与环境问 题日益得到世界各个国家或地区政府的关注。人们意识到，虽然国际贸易会 促进经济的腾飞，但全球贸易的增长正在对世界环境产生重大的影响，过度 地发开自然资源、危险废弃物的进出口等都会对环境造成严重的损害。本文 首先利用广西2003年至2009年的相关数据，逐项分析了广西近年来的贸易 收入状况和环境变化状况，然后采用广西统计年鉴和中国可持续发展战略报 告的数据，运用出口总额、工业制品出口占比、排放强度指数及广西抗逆水 平指数，在出口贸易的环境效应模型的基础上测算并分析了广西出口贸易和 环境质量之间的关系问题，分析结果显示，在1996-2007年间，环境净效应 为正，负的技术效应和政府抗逆效应不足以抵消正的规模效应和结构效应， 总体上出口贸易加重了环境的负担。因此，广西的出口贸易与环境评估的结 论基本吻合。针对模型结果，本文提出，应该实现出口产品环境成本内在化, 加强区际经济合作，开发环保产品，提高政府抗逆水平。

An Analysis on the Relationship between
International Trade and Environment of
Guangxi
ABSTRACT
With integration of world economy and prospect of environmental protection, the governments of nations or regions all over the world increasingly place great emphasis on trade and environment. People realize that, even though international trade has a contribution on economy growth, the increase in global trade does have an effect on world environment. The over exploration of natural resource, the import and export of the toxic waste would do harm to the environment. This paper, firstly based on the related data from 2003 to 2009 of Guangxi, shows the current situation of trade growth and environment development, then with the data of exportation, the ratio of industrial product exported to the exportation, emission intensity index and resistant index, analyzes the relationship between trade growth and environmental pollution based on the module of environment effect. The result shows that, during the period from 1995 to 2007, net environment effect is a plus figure, which means the plus scale affect and structure effect can not be offset by the minus technical effect and government resistant effect. Totally, exportation aggravates the environmental burden. Against this module, this paper presents corresponding countermeasures. We should internalize environmental cost
