——以余新镇曹王村为例
摘 要
“建设社会主义新农村”是党在十六届五中全会上提出的重大历史任务，但是由于“城市本位”思想的束缚以及我国农村地区固有的特质和属性，套用城市规划的方法与思路进行新农村建设，往往不能很好的进行新农村建设。
规划对建设起先导作用。2008年5月，嘉兴市开始在嘉善县试点“两分两换”，首批试点在三个月内完成。但是因时间紧促，此批试点缺乏有效的理论分析及案例指导，规划不尽合理，因而此文将嘉兴市新农村村庄规划的要素作为研究对象。
在绪论部分，笔者介绍了选题的背景、研究意义、研究思路及研究方法；第二部分是对新农村村庄规划的基础研究，通过对统筹城乡发展、两分两换、农民集聚、村庄规划与村庄规划要素相关概念的介绍，方便读者理解本文研究对象的相关概念，接着介绍了国内外村庄建设规划的研究现状，对新农村村庄规划的理论进行分析，点出新农村规划与村庄规划的关系，并介绍了我国新农村村庄规划的发展历程。第三部分是对嘉定地区村庄规划的现状以及存在的问题进行分析，从自然地理、历史文脉、社会经济等方面对南湖区余新镇进行详细描述。第四部分是对曹王村村庄规划编制的要素分析以及这些要素的实际应用，该部分笔者将会从此次调研内容与调研成果出发，分析曹王村的村庄规划。第五部分介绍的是新农村村庄规划要素体系的构建，分别从村庄规划要素体系构建的思路、需求因素与制约因素的对比协调机制以及村庄规划核心要素的运用方法几节来介绍，并提出了村庄规划要素分析体系完善提升的机制。第六部分为结语。
本文将从要素分析以及基础调研的角度出发，来反思村庄规划价值并拓展村庄规划思路，希望可以为村庄规划编制提供一定的参考。

Abstract
"Building a new socialist countryside" is the great historical task of the Party at the Fifth Plenary Session of the Sixteenth proposed，however, due to the shackles and rural areas of China "City Orientation" Thought inherent qualities and attributes,apply urban planning methods and ideas new rural construction,often can not be very good for the new rural construction.
Planning is the construction of a pioneering May 2008, it began in Jiashan County of Jiaxing City pilot "two-for-two"，the first pilot to complete in three , due to a short timeframe,this batch of pilot lack of effective theoretical analysis and case guidance,planning is not reasonable,this article will therefore Jiaxing City, the new rural village planning elements of the study.
