Thisarticlemainly studiesthereformofinstitutions inNanhai on theanalysis of thecontemporary situmion oftheinstitutions the whole country,including theirnumber,legal status,categories and bottleneck inthe process ofgrowth,the article tries tofindouttheexisting problems thatneed tobe solved intheinstitutionalreform. KeyWords:reform ofinstitutions;theseparation ofthefunctions ofgovernment from those ofpublicinstitutions;reform on classification 第一章导论第一节本文研究的问题及其意义一、研究的主要问题和意义事业单位汇聚了全国大约三分之二的专业人才,对于全面过渡小康社会,构建社会主义和谐社会,发挥着十分重要的作用。现今我国人民群众对公益服务的数量和质量提出了更高要求、民主意识也在不断增强的关键时期,怎样贯彻落实党的十六大和十七大关于深化事业单位改革的精神,使我国的公益事业和事业单位又好又快地发展,有着重要的意义。在社会主义市场经济条件下,事业单位作为政府向社会提供公益服务的关键载体,在落实科学发展观、构建和谐社会与满足人民日益增长需要进程中的作用日趋重要。社会事业的发展及其改革成效将直接影响行政体制改革的成效和政府公共目标的实现。目前我国的社会事业改革与行政体制改革相当,还处于整体滞后状态和艰难攻关阶段,主要还是让部门和地方自主推进,虽然改革的内容、重点、方式各自表述,但都碍于长期以来传统思维观念的束缚,面对着市场经济的冲击和挑战,受着编制、经费以及历史包袱的制约。随着经济体制和行政体制改
