眉山市“十二五”防震减灾规划
防震减灾是国家公共安全的重要组成部分，是重要的基础性、公益性事业，事关人民群众生命财产安全和经济社会可持续发展。为深入贯彻落实科学发展观，进一步加快我市防震减灾事业发展，切实保护人民群众生命财产安全，全面提升我市防震减灾综合能力和水平，特制定本规划。
一、规划背景
（一）“十一五”期间防震减灾工作成效显著。
一是地震监测能力显著提高。建成市地震监测台网中心和2个自动监测站，实现全省资源共享，地震监测环境和工作条件得到改善。二是城乡抗震设防能力不断增强。我市将抗震设防要求和地震安全性评价作为建设项目可行性论证和初步设计审查的必备内容，使建设工程抗震设防要求管理逐步规范化；积极开展“农村民居地震安全示范工程”，全市已建成“农村民居地震安全示范村”13个。三是地震应急处置能力不断提升。修改完善了地震应急预案，基本形成了“多层次、全方位、广覆盖”的地震应急预案体系；成立了市综合应急救援队和应急志愿服务大队；在市中心城区建成了应急避难场所，新建成市救灾物资储备库和仁寿、洪雅县2个分库；配备和升级了应急救援设备和装备，切实提高了应急救援能力。四是防震减灾宣传教育成效显著。充分利用科技三下乡和重大历史地震纪念日等系列活动，采取知识竞赛、设街头宣传站、科普讲座等多种形式，面向全社会进行防震减灾科普知识宣传及普法活动。五是灾后恢复重建成效显著。市委、市政府充分发扬
