基础教育信息化为基础教育的发展提供了契机，为基础教育的改革注入了活
力。了解基础教育信息化的真实现状，挖掘发展中存在的问题，寻求适合基础教
育信息化发展的路线，对于基础教育改革和发展具有重要意义。笔者本着促进本
溪地区基础教育信息化健康发展的初衷，展开了对本溪市基础教育信息化的研究
和探讨。本文采用文献研究法、问卷调查及访谈等研究方法，结合笔者的工作实
践，了解了本溪市基础教育信息化的现状，探究发展中存在的问题，并通过对问
题的分析，提出了发展策略，以期对本溪市基础教育信息化进一步发展提供参考。
论文共分为五个部分：第一部分为绪论，详细阐述了本论文的研究背景与意
义、国内外教育信息化发展现状、研究内容和方法、并对相关概念进行了界定。
第二部分为本溪市基础教育信息化发展的现状调查，主要从硬件基础设施与资源
建设、教师教育技术能力及应用、信息技术课程开设及其与课程整合、教育信息
化管理四个方面客观地描述了本溪市基础教育信息化建设的发展现状。第三部分
为本溪市基础教育信息化建设存在的问题分析，主要从教育教学观念及管理体制、
硬件基础设施建设及教学资源建设、教师教育技术能力建设、信息技术课程教学、
信息技术与课程整合、人才队伍建设六个方面分析了本溪市基础教育信息化存在
的问题。第四部分提出了本溪市基础教育信息化发展的策略。主要从教育教学观
念、资金投入、教育信息化管理、基础设施建设和教学资源建设、教师教育技术
能力建设、提高学生素养、信息技术与课程整合、人才队伍建设八个方面提出了
发展策略。第五部分为总结，希望本文的研究能够给其他同类地区基础教育信息
化的发展提供借鉴。

Abstract
The elementary education information has provided the turning point for
elementary education's development, has infused elementary education's reform with
vitality. Learning the elementary education information of the current situation, digging
problems in the development of basic education, seeking information line which
suitable for the development of basic education, which has the important meaning
regarding the elementary education reform and the development. The author in line with
promotes Benxi area elementary education information healthy development original
intention, has launched to Benxi elementary education information research and the
discussion. This article adopts document research、data studies、interview studies and so
on, and unifies author's working practice, has understood Benxi elementary education
information's present situation, explored the problems in the development and analyzes
the development strategy, with a view to Benxi City elementary education for the
further development of information technology.
