摘 要
随着军事科学技术的发展，军队现代化程度越高，后勤保障的地位和作用就
越重要。在世界军事新的变革中，发达国家建设强大军队的重要措施之一，就是
充分利用社会力量和资源，保障军队后勤需要。实践表明，越是市场经济发达的
国家，军队的社会化保障程度就越高。与此同时，随着知识经济时代的到来，高
新技术在军事领域内的应用更加普遍，加之我国市场经济发展和改革开放不断深
入，市场经济体系不断健全，政府机关、高等院校、大型企业等的后勤社会化改
革不断推进，都为军队后勤保障社会化提供了有利条件和借鉴经验。在此背景下，
我军积极进行后勤体制和制度改革，不断探索并努力实现社会化保障，构建现代
后勤保障体系，尝试借助社会力量，利用市场资源，不断提高后勤保障能力使军
队后勤保障社会化程度有所提高。
但是也要看到，我军后勤建设还存在不全面、不协调、不平衡的问题，后勤
保障社会化改革遇到的深层次矛盾和问题比较突出，严重影响和制约着我军后勤
保障社会化改革全面深入的推进。军队后勤系统本身具有鲜明的特殊性，军队后
勤社会化改革也具有其自身的特点和要求。在此背景之下，本文通过运用相关理
论知识，借鉴外军先进经验和做法，深入分析了当前我国军队后勤保障社会化建
设与发展的基本历程以及遇到的问题和困难，并有针对性地提出了具体的对策和
建议，希望为今后我国军队后勤保障社会化改革和发展提供参考。

Abstract
The advancement of military science and technology leads to a high degree of
military modernization,as evidenced by the more critical status and function of
employment of social strengths and rescources to sustain military
logistic demands is one of the essential measuies for developed countries to estabrish
a powerful troop in the new global military practical experience
indicates that the more advanced the market economy of a country is,the higher the
extent of socialized military logistic the same time,application of
sophisticated and innovative technologies to the military field prevails more
extensively at the arrival of knowledge economy era;furthermore,advantageous
conditions and referential experience are provided by elements such as the
developments in market economy of our country,continuously progressive reform and
opening up,perfection of the market economy system and the advancement of
socialized sustenance reforms in governments,higher education institutes and
large-scale such a background,we actively reform logistic
