（2）环境规划是进行经济区战略布局和划分的补充和完善，利于经济区合理开发利用资源，利于经济区原料基地、生产基地合理安排和建设，利于经济区形成工业生产链，利于资源优势、经济优势的发挥和形成，促进经济区域内经济社会、环境协调可持续发展。
（三）环境规划与国土规划
（1）国土规划是经济建设综合开发方案性的规划，它给国民经济长远计划和环境规划提供可靠的依据。
（2）环境规划是国土规划的重要组成部分，为国土资源的合理开发利用、国土环境综合整治提供技术支持和科学依据。
环境规划和城市总体规划
（1）城市环境规划既是城市总体规划的主要组成部分之一，又是城市建设中的独立规划。城市环境规划与城市总体规划互为参照和基础。城市环境规划目标是城市总体规划的目标之一，并参与城市总体规划目标的综合平衡。
五、环境规划的基本特征：
(一)整体性：反映在环境的要素和各个组成部分之间构成一个有机整体；反映在规划过程各技术环节之间关系紧密、关联度高。
