第九条 公办初中新生入学。在农村，乡（镇）中心小学每年七月，将全乡（镇）小学毕业年级学生名册、毕业生的档案交乡（镇）初中学校，并填写交接表。交接表一式三份，中心小学、初中和教育主管部门各存一份。初中根据接收的学生名册在七月底前给所有新生发放入学通知书。学生持入学通知书在规定时间到指定学校报到。
在城区，由市教育局在每年七月底前，将本辖区范围内小学毕业生，根据户籍和住房分布情况按初中的施教区分配给各初中学校并发放入学通知书。在九年一贯制学校就读的小学生原则上在原学校就读初中。学生持入学通知书在规定时间到指定学校报到。
第十条 民办学校招收小学、初中新生，纳入当地就近入学招生计划的按照上述办法与公办学校统一进行；未纳入就近入学招生计划的，由学校按教育行政部门审批同意的招生办法在规定的时间、地域范围招生，新生名单报市教育局审批后向新生发放入学通知书。
民办学校招收新生的时间，由市教育局与公办学校招生统筹安排。中途招收学生按转学办理。
第十一条 小学、初中新生入学后，学校要使用统一的学籍管理软件建立学生档案。
第十二条 小学、初中新生入学后编制统一规定的学籍号。学籍号即为学生身份证号码。因故没有身份证号码的学生，由市教育局按照本地学生身份证编码方式编给学籍号，转学、借读等学籍变动均不改变学籍号。 适龄儿童、少年，因故未及时上学或在外地上学的，户籍所在地政府或教育主管部门认定确应属本地学籍的，应安排学校就读或准予参加毕业和升学考试。
进城务工农民子女，按规定在流入地接受义务教育的，家长向暂住地教育行政部门提出申请，凭相关手续由教育行政部门安排学校就读，给予学籍，省内生源要通知学生户籍所在地教育主管部门备案。
民办学校跨县（市、区）录取小学、初中新生的，由学校在新学年9月15
