5、坚持以人为本、尊重群众原则。坚持政府推动，农民主体，尊重农民的意愿，不搞形式，不搞攀比，不强求一律，不包办代替，广泛发动群众，充分调动农民自力更生建设家园的积极性，使社会主义新农村建设过程成为农民群众得实惠的过程，真正成为民心工程、德政工程。
   三、建设标准和发展目标
   (一)建设标准
做到“八新一好”
    1、发展新农业
    以种植业为主的村要大力培育优质绿色食品产业。绿色食品监测面积占70；绿色食品产值占农业总产值的50；农业综合机械化程度达50以上；农业作业标准化达80以上；新技术推广应用五项以上；科技示范户1xxxx以上。以养殖为主的村，畜牧业(含水产)产值占农业总产值的60以上，畜牧科技贡献率达到55以上；畜牧综合服务室达到标准化；开辟新的增收门路。剩余劳动力转化率达到90以上；非农经济收入占农业总收入的40以上。
    2、建设新项目
    每个村新上产值10xxxx元以上、利润1xxxx元以上的大项目xxxx以上。新上产值5xxxx元以上，利润xxxx元以上的项目xxxx以上。
