石景山区卫生局十八大期间精神
病人管理行动实施方案
随着经济发展和社会竞争的日益加剧，人民群众的精神卫生问题更加突出，精神卫生问题不仅是一个公共卫生问题，也是一个突出的社会问题，特别是重性精神疾病患者肇事肇祸事件直接关系到公共安全和社会稳定。为保障党的“十八大”召开期间，我区社会稳定，避免肇事肇祸事件发生，结合本部门职责，特制定本方案。
一、指导思想
在市委市政府的统一领导和市卫生局的部署下，深入贯彻《北京市精神卫生条例》和《北京市精神疾病患者强制治疗实施办法》等法规规定，按照“本市精神卫生工作遵循属地管理原则，坚持预防为主、防治结合、重点干预、广泛覆盖、依法管理”的方针，明确职责，齐抓共管，积极行动起来，全面加强对重性精神病人的治疗和管理工作。
二、工作目标
规范重性精神病人的管理治疗工作，有效预防和减少精神病人严重肇事肇祸事件的发生，实现党的“十八大”召开期间精神病人严重肇祸滋事零指标。
