展“深圳是我家”、“外来青工文化节”、“青春暖流”等活动，扎实服务外来青工成长发展。深化“新世纪我能行”、“手拉手”、“争当小实验家”等品牌项目，切实提高青少年综合素质。实施青少年“关爱行动”和“帮困助弱行动”，，帮助青少年 8575人次，捐建希望学校 18所。大力加强青少年法制教育、自护教育和安全教育，推动“青少年维权岗创建工程”和“预防青少年违法犯罪工程”，切实维护青少年合法权益。
大力开展青年对外交流合作。加强与香港青年联会、澳门学联等港澳青年社团的合作，组织开展“龙腾中华”、“两岸青年联欢节”、“深港青少年千人大露营”等活动，推进经贸、科技、文化等领域的交流学习，增强了两岸四地青少年的民族凝聚力。深化与国际友好城市的民间交流，开展“友谊之旅”等活动，接待加拿大、澳大利亚、朝鲜、韩国、日本、巴基斯坦等国家的青少年交流团30多个，累计1800人次，开阔了青年。
不断推进团的自身建设。成功召开全市青年工作会议，以市委名义出台《关于进一步加强青年工作的决定》，联合市委组织部下发《关于进一步加强新时期“党建带团建”工作的实施意见》，开创了青年工作的新局面。建立健全“基层联系点”制度，筹集经费支持团建创新，不断探索行业建团、楼宇建团、商业街建团等模式，建立“两新”团组织5269个，全市社区建团率达到94%。加强团员队伍建设，开展增强团员意识主题教育活动，发展团员436862人，推优入党62289人。加强团干部队伍建设，完善团干
