子结构进一步优化，45岁以下、高中以上文化程度的农村社区“两委”成员比例进一步提高；村民委员会成员中至少有1名妇女成员，社区党组织成员中妇女成员比例有较大提高。（3）农村社区“两委”班子精干高效，农村社区党组织书记依法兼任社区村委会主任的比例达到80%以上，农村社区“两委”成员交叉任职比例达到60%以上。（4）农村社区配套组织健全，农村社区干部管理和工作运行机制科学规范。（5）农村社区“两委”换届纪律严明，风清气正，积极稳妥，健康有序。
城市社区党组织和社区居民委员会以及城市居党组织和居民委员会换届选举，原则上与农村社区“两委”换届选举同步进行。
二、把选好干部、配强班子作为换届选举工作的突出重点
（一）明确农村社区“两委”成员任职条件。农村社区“两委”成员除具备党章和有关法律法规规定的基本条件外，还应努力达到“三高三强”要求：(1)政治素质高。认真践行科学发展观，模范执行党的路线方针政策，自觉接受镇（街道）党（工）委、政府（办事处）的领导和指导。(2)文化水平高。具有履行岗位职责应有的知识和能力，农村社区党组织书记和村民委员会主任应当具有较高的文化水平。(3)群众威信高。品行端正，办事公道，遵纪守法，廉洁奉公，得到多数党员群众认可。(4)发展能力强。懂经营、善管理，发展思路宽、办法多，带头致富和带领群众共同致富能力强，有增加集体经营性收入的本领。(5)服务能力强。年富力强，热心为村民服务，积极为群众办实事、解难题。(6)协调能力强。科学运用民主、法律、示范和服务
