铁路是我国的成品油消耗大户。面对国内成品油流通体制的调整、市场结构
的迅速变化以及铁路深化改革所带来的新挑战，铁路内部以计划为主的成品油供
应与配送系统亟待改革与完善。
本文以波特的价值链分析为主要研究工具，对铁路内部成品油供应与配送系
统的运作模式进行考查。通过研究该系统中的具体业务活动及其在价值链和价值
系统中的贡献，发现其中的关键问题，结合当前所面临的内、外部环境变化，提
出在市场化的运作模式下，以信息技术为手段进行资源的虚拟整合，理顺价值链
系统内有关各方的利益关系，对该供应体系进行战略调整的思路和办法。根据战
略调整的需要，本文还对铁路成品油配送体系的所需的信息系统进行初步的规
划，提出 IT 系统的设计原则和建设框架。

Abstract
Railway is one of the major refined oil consumers in China. Facing the adjustment
of domestic oil trading policies, the rapid change of the market structure and new big
challenges coming along with the deepening reform of the railway system, the
originally highly planned inner-railway oil supply and distribution system has to be
improved timely.
This paper takes Mike Porter’s value chain as its main tool to study the operation of
the inner-railway oil supply and distribution system. Key defaults are distinguished
by analyzing the specific value activities and their effects on the whole value chain
