榕江县2010年狂犬病防治
实施方案
狂犬病是由狂犬病毒侵犯中枢神经系统引起的急性致死性传染病，属于人兽共患自然疫源性疾病。人类狂犬病多因被携带狂犬病毒的犬、猫等宿主动物咬、抓伤或舔破损皮肤粘膜而感染，病死率高达100%，对公众身体健康和生命安全危害极大。
从近几年来我县疫情监测数据分析，狂犬病发病呈上升趋势，已严重危及广大人民群众生命安全。为有效控制狂犬病疫情，保护人民群众身体健康和生命安全，维护社会稳定，根据《中华人民共和国传染病防治法实施办法》、《狂犬病诊断标准及处理原则》（GB17014－1997）要求和卫生部、公安部、农业部、国家食品药品监督管理局《关于加强狂犬病预防控制工作的通知》（卫疾控发[2003]216号）精神，制定本狂犬病防治方案。
一、目标
1、加强防病知识宣传，提高公众的防范意识，逐步规范犬伤者的处理，提高犬伤者的正确处理率和免疫接种成功率，降低发病率。
2、通过政府行为，加强犬只“管、免、灭”工作。
二、组织保障
县疾病预防控制中心具体实施暴露后免疫及疫情报告分析、指导各医疗机构进行狂犬病防治等工作，医疗机构负责实施病人的救治和病例报告等工作。做好人用狂犬病疫苗、抗血清及抗狂犬免疫球蛋白等制品的储备。
