中国乒乓球举国体制与俱乐部体制的效率分析

摘要
本研究以我国 ―国球‖——乒乓球运动为例，在广泛搜集体制过渡二十多年来的经验材
料和理论文献的基础上，从竞技体育和全民健身两个角度，建立了一个经济学分析框架来比
较举国体制与俱乐部体制效率。文章运用经济学模型分析问题，回答了俱乐部体制在什么情
况下比举国体制的效率高，整理了我国体育体制改革中遇到的难题及其根源，并为我国体育
体制的进一步改革提出了建议。通过研究发现，在竞技运动方面，俱乐部体制要优于举国体
制；而在全民健身方面，若政府不寻租，举国体制将优于俱乐部体制，若政府寻租，则俱乐
部体制优于举国体制。通过结合俱乐部体制和举国体制，可以设计一种更优的体制，提高社
会福利。

Abstract
In recent years, China’s sports system has been changing from Whole Nation System to Sports
Club System. As the gradual penetration of reform of sports system and emerging problems during
the reform, further theoretical analysis on effectiveness of these two systems has become an urgent
requirement. However, there is few work has been done on theoretical analysis. Based on previous
research on transition of sports system and varieties of facts witnessed in table tennis, this paper
developed an economic model to compare the effectiveness of whole nation system and sports
club system in terms of both competitive sports and civil sports. By using the developed economic
model, we found out the origin of the difficulties emerging from the sports system reform,
